EU Parliament requests proof of simple majority from WHO

12 Members of the European Parliament (“MEPs”) wrote to the World Health Organisation demanding “conclusive and unambiguous evidence” that International Health Regulations (“IHR”) amendments “adopted” by the World Health Assembly in May 2022 were correctly executed by way of a majority vote.

Should Dr. Tedros Adhanom Ghebreyesus fail to send the required proof by 30 November, the MEPS declare that the IHR amendments “adopted” in May 2022 are null and void.

VIOLATION #1:

On May 27, 2022, Committee A of the World Health Assembly “adopted” the amendments to the International Health Regulations.

As you can see from the screenshot above, the meeting was sparsely attended. This is a bit of a problem, because Rule 85 (page 194 of the Basic Documents) clearly states that a majority of the members of the Committee are required to be present for a question to be put to a vote.

I do not believe that the President of Committee A of the World Health Assembly complied with Rule 85. There does not seem to be any record of attendance being taken just prior to the “adoption” of the amendments by Committee A on May 27, 2022.

Since the attendance by a majority of the members of Committee A was not confirmed, the question regarding the proposed amendments could not be put to a valid vote within the guidelines detailed in Rule 85.
