Pres. Trump issues Executive Order 13769 Protecting the Nation from Foreign Terrorist Entry into the United States.
This executive order helped set the stage to be able to ban travel from countries affected by COVID-19. By the time that the virus showed up, the precedent was set to be able to ban travel. Source:
