Personal carbon allowances revisited

This may seem like an odd topic for this project, and yet is has become relevant to the pandemic in a strange way.  The authors of this study see the willingness of the public to accept pandemic restrictions as an indicator that we would accept the rationing of allowances for transport fuel, home-heating fuels and electricity bills as well as food, services, and consumption-related carbon emissions.

Have these people seen the protests lately? I think they overestimate our willingness to continue giving up freedoms.
