Dark Winter exercise held at Andrews Air Force Base

In an elaborate exercise reminiscent of Stanley Kubrick’s 1964 nuclear annihilation film Dr. Strangelove, a consortium of non-profit institutions on June 22-23 at Andrews Air Force Base, Md., hosted “Dark Winter,” in which the United States falls prey to a smallpox attack sometime during the winter of 2002.

The sponsoring organizations included the Center for Strategic and International Studies at the Johns Hopkins Center for Civilian Biodefense Studies, the ANSER Institute for Homeland Security, and the Oklahoma National Memorial Institute for the Prevention of Terrorism, and incorporated representatives from federal and state government, the Department of Defense and three civilian hospitals.
