The CARES Act is introduced in the House

The name of this bill is Coronavirus Aid, Relief, and Economic Security Act or the CARES Act.

Note that the first case of COVID-19 was identified in China on November 17, 2019.  In other words, Congress was preparing legislation for a coronavirus pandemic before there was a pandemic.
