The Nuclear Threat Initiative (NTI) and the Munich Security Conference (MSC) brought together senior leaders and experts from across Africa, the Americas, Asia, and Europe in March 2021 for a scenario-based tabletop exercise on reducing high-consequence biological threats. The virtual exercise—which convened leaders in public health, biotechnology industry, international security, and philanthropy— examined critical gaps in national and international biosecurity and pandemic preparedness, and explored opportunities to improve capabilities to prevent and respond to high-consequence biological events.

The featured outbreak was monkeypox.

The World Health Organization, Bill and Melinda Gates Foundation, both the Chinese and American CDCs, and other major organizations participated in the event.

As the world battle the deadly coronavirus, a rare case of monkeypox was detected in Texas, the US on Friday. According to the initial reports, this was the first such case reported in the state. Speaking to the media, the Centers for Disease Control and Prevention (CDC) said, “While rare, this case is not a reason for alarm and we do not expect any threat to the general public.”

The CDC told the media that the patient is currently hospitalized in isolation in Dallas and a team is working with local bodies to connect to the people who were in direct contact with the infected individual. The government has however said that the lone case of monkeypox is no cause for alarm and poses no threat to the general public.

Shingles is listed (as herpes zoster and varicella zoster) as an adverse event by Pfizer in its April 30, 2021, document release.

By May 20, eleven countries — including the US, Spain and Italy — had now detected monkeypox, in the first global outbreak of its kind. More cases are expected in the coming days.  Map from Daily Mail.

On 13 May 2022, WHO was notified of two laboratory confirmed cases and one probable case of monkeypox, from the same household, in the United Kingdom. On 15 May, four additional laboratory confirmed cases have been reported amongst Sexual Health Services attendees presenting with a vesicular rash illness in men who have sex with men (MSM).

The West African clade of monkeypox was identified in the two confirmed cases using reverse transcriptase polymerase chain reaction (RT PCR) on vesicle swabs on 12 May and 13 May.

Monkeypox has been around longer than this, but suddenly it’s a pandemic.  A case of monkeypox was reported in Texas on July 16, 2021, which was after the NTI tabletop exercise.

It appears that this potential pandemic was planned as well, and health regulators are using PCR tests to identify it.

On Sept. 19, 2022, Dr. Gerald Parker, Director of the Pandemic & Biosecurity Policy Program at the Scowcroft Institute at the Bush School, moderated a panel of experts, including Dr Robert Carpenter, Dr. Syra Madad, Dr. Jennifer A. Shuford, and Dr. Bob Kadlec, as they explored the Monkeypox outbreak.

Recently declared a public health crisis by the federal government, the panel answered questions such as: Are we making the same mistakes with Monkeypox as we did with COVID-19? How can we do better with this and future pandemic threats? Is this something we need to be concerned about? and more.

The Scowcroft Institute of International Affairs (SIIA) is a research institute housed in the Bush School of Government and Public Service at Texas A&M University. The Institute is named in honor of Lt. Gen. Brent Scowcroft, USAF (Ret.), whose long and distinguished career in public service included serving as National Security Advisor for Presidents Gerald Ford and George H.W. Bush. The Institute’s core mission is to foster and disseminate policy-oriented research on international affairs by supporting faculty and student research, hosting international speakers and major scholarly conferences, and providing grants to outside researchers to use the holdings of the Bush Library.
