The “Lock Step” scenario in this report describes a situation of tight top-down government control. This section of the document gives the example of a presumed pandemic in the future and how it is most successfully controlled in China where lockdowns are mandatory.

The Wuhan National Biosafety Laboratory’s (WNBL) BSL-4 lab was constructed as a result of an agreement between the PRC and France that was signed after the 2003 SARS pandemic. Construction was completed in 2015, but due to delays the BSL-4 space did not become operational until early 2018.  This is an addition to an existing campus.

Peter Daszak was on the WHO team that went to China.  He and his EcoHealth Alliance have been financially linked to the Wuhan Institute of Virology.

We later find out that the EcoHealth Alliance literally requested a grant to release infected bats into a cave.

The fire was particularly tragic because many of the residents had been locked into their apartments as part of COVID-19 measures.  They could not escape.

The incident sparked protests against China’s zero-COVID policies throughout the country.
